Alisa Backstrom, CCMT, CPFIM

Alisa Backstrom was unanimously appointed by the Orange County Board of Supervisors to the Treasury Oversight Comittee on August 28, 2018 for her first term. Ms. Backstrom has been the City Treasurer of Huntington Beach since 2011, having been elected in 2012 and re-elected in 2016. Per the City Charter, Ms. Backstrom is responsible to the electorate for overseeing the receipt, collection, disbursement, custody and safekeeping of all City funds. As well, she is a member of the City’s Deferred Compensation Committee and serves on the board of the Supplemental Retirement Trust. In 2015, Ms. Backstrom served as Secretary for the California Municipal Treasurers Association (CMTA).

Ms. Backstrom graduated from Duke University with a Masters in Business Administration and received a B.A. in Political Science from UCLA. Prior to holding the position of Huntington Beach City Treasurer, she worked in corporate finance and corporate lending. Ms. Backstrom has earned her Certified California Municipal Treasurer (CCMT) and Certified Public Fund Investment Manager (CPFIM) designations.

Sal Kureh

The second nominated candidate, Sal Kureh, is a Partner with Capata CPA. He is responsible for the effective planning, execution and delivery of their accounting, audit and business advisory services. He has more than 15 years of experience and worked at a Big Four accounting firm and in private industries as a CFO. He graduated with honors from the California State Polytech University, San Luis Obispo and is a currently licensed CPA.

David Carlson, Ph.D.

David Carlson, is the President for DMC Companies for over 20 years. In addition, Mr. Carlson has recently retired from the County of Orange Audit Oversight Committee having served more than 20 years, ten of which he was the Chair. He has a Bachelor of Science in Mathematics, a Masters of Science in Industrial Administration and a Ph.D. in Engineering, all from the University of Michigan, where he also did post-doctoral work in Financial Policy and taught Computer Systems Analysis & Design. His career in private industry has involved managing about $4 billion in technology and internal controls. He served in the U.S. Army and is a veteran of the Vietnam era.
